3. Because what is being proposed is NOT terracing.
What is being proposed is totally unlike the terracing of the 60s and 70s.
While in that era there were often just occasional crush barriers dotted around huge banks of steep terracing, meaning that any given fan might be a dozen or so terrace steps away from the nearest fixed support, modern safe standing areas would be smaller, shallower and have a waist-high rail between at most every two rows of spectators.
No fan would ever be more than an arm’s length (40cm / 15 inches) away from a sturdy rail.
Falling forward or getting squashed will thus be impossible.
